Why it is built this way
For the last two years I have worked with city government, county tourism departments and emergency responders here in Utah. That work taught me the constraint that matters: a confident wrong answer is worse than no answer at all. A tool that performs well in a demo and falls over during an incident is not worth having in the room.
So this one is built to retrieve rather than to recall, and to say when it does not know.
